Splitting cuts a document into several files. Extracting pulls a handful of pages — the two signature pages, the three exhibits, the one chapter — out into a single new document. Same underlying operation, completely different thing to hand somebody.
Pick pages anywhere in the file and they come out in the document's own order, as one PDF. The pages are copied rather than re-rendered, so text stays selectable and images keep the resolution they had.
