A photo that shows sideways is usually not sideways in the file. Cameras write an orientation flag into the metadata and leave the pixels alone, and anything that reads the flag shows it upright while anything that ignores it shows it rotated. That is why the same image looks correct in your gallery and wrong after upload.
This page rotates the pixels themselves. The result is upright everywhere, in every viewer, with no flag left to be ignored — and because the export is re-encoded from a canvas, the orientation metadata that caused the confusion is gone from the output too.

The file carries an EXIF orientation flag, and the site you uploaded to ignores it. Rotating here writes the correct pixels and drops the flag, so both kinds of viewer agree afterwards.
Rotating turns the image; flipping mirrors it. A flip is not a rotation and cannot be built out of them — text in a flipped image reads backwards, which is exactly what you want for a mirror selfie and never what you want for a scanned page.
