A good image-to-PDF tool does not re-compress your photos
Most converters decode every image and encode it again on the way into the PDF. You lose a little quality, the file often gets bigger, and there is no setting to turn it off — you simply get back something slightly worse than what you put in.
JPG and PNG can be embedded in a PDF exactly as they are, byte for byte, and that is what this page does whenever it can. Images are only re-encoded when they have to be: WebP, which PDF does not support, and images you asked to crop to fill the page.
