A JPEG is usually a photo, and photos trace into posters

Tracing reduces an image to a few flat colours and draws a shape around each region. Continuous tone has no flat regions, so a photograph comes back as bands of colour — the screen-print look. It is a deliberate style, and at four or six colours it can be a striking one.

If your JPEG is actually a flat graphic — a screenshot of a logo, a scanned line drawing, a chart — the result is a genuine vector version that scales cleanly. JPEG compression leaves halos around hard edges, so turning on noise smoothing usually helps more here than it does with a PNG.

Can I get my photo back as a real vector?

Not in the sense of a faithful copy — no tracer can do that, because a photograph is detail all the way down. What you get is a stylised version made of flat colour regions. For a photo you want to keep, convert between raster formats instead.

What settings give the best poster effect?

Four to six colours, low detail, and noise smoothing on. That flattens the image into broad shapes with clean edges. Raising the colour count gets closer to the original but the file grows quickly.

The edges look speckled

That is JPEG compression showing through — the artefacts around hard edges are real pixel differences, so the tracer dutifully outlines them. Turn on noise smoothing, or lower the detail level.

My file came out larger than the JPEG

Often it will be. A JPEG stores a compressed grid of pixels; the traced SVG stores every outline it found, and a busy photo has thousands. Fewer colours and lower detail bring it down, and the SVG optimizer takes off more.
